Giving Should Exceed Saving? | Evolving Personal Finance

My church put on a financial boot camp this past weekend, the content of which largely followed Dave Ramsey?s baby steps, along with additional Biblical support for a debt-free generous lifestyle and some fun mathematical examples of the power of compound interest.? But one of the volunteers mentioned a principle that he and his wife live by: his savings rate does not exceed his giving rate.

?

I admit that I was surprised to hear this come out of a financial professional?s mouth, even speaking in the context of a ministry volunteer.? I had never heard or read this suggestion through years of absorbing personal finance media and several studies of what the Bible says about money.

?

However, it was something I had wondered about myself.? We tithe and give offerings, but the total percentage of our income that we give is about five points less than what we save for retirement.? Does this make us guilty of ?storing up for [our]selves treasures on earth, where moth and rust destroy, and where thieves break in and steal? (Matthew 6:19)?

?

One reframing quote that I heard during the workshop that I appreciated was that ?giving? should be thought of as ?investing in the kingdom of God.?? In that sense, we are investing more in our earthly treasures than we are in God?s kingdom. ?Is the action of investing that extra 5% for our long-term future different in some way than spending it in the now, in terms of comparing it to our giving rate?

?

We don?t have any plans to greatly alter our long-term savings or giving rates, but this session definitely gave me something to think about in terms of a method of evaluating our priorities.

?

Quantum dots are semiconductor nanocrystals which are photoluminescent and electroluminescent. When excited by electricity, they emit light which is brighter and more colorful than traditional liquid crystal LCD displays. Quantum dot displays, with a brightness and color saturation similar to organic light emitting diodes (OLED) technology, are much less expensive and easier to build compared to OLEDs.

Quantum dot displays are being touted as the next great thing in the high-tech sector. The displays will be used for TV screens and mobile computing devices such as smart phones and tablet computers. Liquid crystal displays are used in the majority of display screens right now, due to their relatively low-cost. LCD color quality can?t compete with OLED displays; however, organic light emitting diode displays are much more expensive to create compared to LCD.

The quantum dot displays hopes to bridge the gap between LCD and OLED technology by creating a low-cost, high-tech display. The benefits of a quantum dot display, over traditional displays are a better color range, lower power consumption, improved color accuracy, higher brightness, flexibility and a longer life. Quantum dot technology could start showing up in display screens in as little as 6 months to 1 year from now.

I would like to point out, at this point, I live with my 2 pets rats, peas and mingles, my dog, Charlie, a Maltese X Shitzu and mean Persian Cat, Dylan, a Ragdoll x. But despite his Ragdoll bloodline, Dylan case the hunting instinct and I would have on each never the rats out of the cage rat running around, while he is in the room. It is important to bear in mind that even if you select you a gentle breed such as a pure Ragdoll cat and by a cat they never with your pet rats should be left out.

If you a cat and you are ready, put in some extra effort for the safety of your rats, then there is no reason why you had not rodent pets. However, make sure that you have more than a rat. This is always the best, as the rats can keep each other company, if they are rat in their cage. Even if you spend much time with your Council if you abroad or are asleep the rats can cuddle and play together and groom each other. Rats may sometimes fearlessly, but if you have more than a cat, maybe you should think about it, whether a rat is a good pet for you and your family. Add to that how the rats feel like all cats to investigate cage and trying to figure out ways you.

If you have decided to take some rats, sure take their welfare. If you have a child that asked for rats learn has some responsibility, but ultimately it is the adults to ensure the welfare of the animals and to make sure that the cats should pose no problem. James Taylor, the diminutive son of a National Hunt jockey, has been handed the big task of helping rescue England's series after their crushing innings-defeat against South Africa at The Oval.

Taylor has replaced Ravi Bopara ? who has withdrawn for personal reasons ? in an otherwise unchanged 13-man England squad for the second Test, which starts at Headingley on Thursday. This is despite the fact that Taylor has had difficulty adapting to life in division one with Nottinghamshire this season, having moved up from Leicestershire of division two.

But these days current form with a county is less important than it once was, and the 22-year-old Taylor was identified as a batsman of immense promise by the England management structure some years ago.

He also has a successful habit of being able to step up a level, as befits the shortest man on the county circuit (in the official books he is either 5ft 7in or 5ft 6in but that exaggerates his true height by two or three inches).

He played minor county cricket for Shropshire before moving to Leicestershire in 2008 and has also moved up the England ranks, from Under-19 level to the captaincy of the Lions, for whom he averages 61.60 from 10 matches.

His century in the current championship match against Sussex at Trent Bridge, as well as other recent contributions, suggest that he is adapting to life in division one, which is just as well because he would be up against arguably the strongest attack in world cricket at Headingley.

The Notts director of cricket, Mick Newell, said: "On his own admission he had some difficulties against a higher standard of attack at the start of the season. But conditions for batting were difficult for everyone, and no one really got any runs, apart from Michael Lumb and Nick Compton.

"He has started to put together big scores in the championship and he has shown glimpses of excellence in one-day cricket [he has made 345 runs at 69 in the CB40].

"He is a good technical cricketer, he knows how to occupy the crease against quality bowlers and I have seen improvement in his game this season. He is a very strong back-foot player and he works very hard on his game."

The man himself is relishing the challenge. Taylor said: "I've always backed myself to play at the highest level and even though I'm young I've played a lot of cricket and I've got a lot of runs behind me.

"The next goal is to get a place in the XI and if I get that opportunity I have to take it with both hands. I've always tried to keep my feet on the ground and strive to become a better player and that will always be my mantra."

Taylor must have strong hopes of playing. Even though England's bowlers looked in need of reinforcement at The Oval they have proved themselves over the past couple of years and the coach, Andy Flower, appears to be ideologically wedded to the notion of fielding a four-man attack.

If Taylor does take his chance Bopara, whose problems are understood to have nothing to do with cricket, will be left to wring his hands. Although the jury is very much out on his future as a Test cricketer, England were expected to play him for the remainder of the series so they could finally make a judgment on him.

Taylor's selection is also a reminder to Eoin Morgan and Jonny Bairstow that there is still work for them to do. The national selector, Geoff Miller, said: "We were outplayed during the first Test last week but it is important that this squad regroups and focuses on preparing for the second Test."

Farfan grateful to Philly fans for support

CHESTER, Pa. -- When the Union?s Carlos Valdes and Michael Farfan were selected for the 2012 MLS All-Star game at PPL Park, the honor alone was extraordinary.

But when the two stepped on the field to deafening cheers and chants from the record-breaking home crowd of 19,236, the emotion of the moment was overwhelming.

?I just want to say thanks to all the fans for their support,? Valdes, the Union?s captain and center back, said. ?I?m very proud and very excited about this night. This night has been one of the best nights of my life.

Farfan, selected late on Monday night to the All-Star team that defeated Chelsea FC, 3-2, via Eddie Johnson's extra-time goal, was equally struck by the immense fan support. It was a moment he couldn?t shake.

?It was exciting, it?s something we dream of as kids to play against the European champions,? the 24-year-old midfielder said. ?It?s an amazing feeling to do it at home in front of the [Union support group] Son?s of Ben and our friends and family.

?It?s something I will remember for the rest of my life, to have all these fans cheering, it?s an amazing experience.?

Valdes entered the contest in the 35th minute for Sporting Kansas City?s Aurelien Collin. While he was warming up, the supporter?s section in the river end of PPL Park was chanting and cheering. When the defender hit the field, the building erupted in a frenzy. ?

The same happened for Farfan when he came in for David Beckham in the 74th minute.

?That gave me chills, to be honest,? said San Jose Earthquakes striker and MLS leading scorer Chris Wondolowski. ?Every time they touched the ball the crowd was cheering, especially when they came on. The people here have love for their players. The players did a great job, they worked hard.?

Union coach and All-Star assistant coach John Hackworth had a similar experience watching his players receive such support on such a huge stage.

?It gave me goosebumps, it was incredible,? said Hackworth. ?It?s fantastic and it was great for our fans to see that and embrace Carlos and Michael. It was just fantastic.?

Between the ovation and good play, the two quiet and businesslike talents did not go unnoticed to All-Star and DC United coach Ben Olsen, who had nothing but good things about the pair.

?Valdes, you could make the case for him to start this game,? said Olsen. ?He?s as good as any center back in this league. And Michael, he?s a real talent and he?s fun to watch. He?s doing a great job here for Philly.?

While Valdes couldn?t help but be moved by the electric atmosphere, above everything, he was thankful.

?It feels unbelievable,? said Valdes. ?I just want to say thanks to all the people who made this possible. I?m really proud to be part of this great family.

?To play with [Thierry] Henry, Beckham, [Landon] Donovan, and the rest of the players, it?s amazing and one of the best experience of my life.?

Two Solar System puzzles solved

ScienceDaily (July 25, 2012) ? Comets and asteroids preserve the building blocks of our Solar System and should help explain its origin. But there are unsolved puzzles. For example, how did icy comets obtain particles that formed at high temperatures, and how did these refractory particles acquire rims with different compositions? Carnegie's theoretical astrophysicist Alan Boss and cosmochemist Conel Alexander* are the first to model the trajectories of such particles in the unstable disk of gas and dust that formed the Solar System.

They found that these refractory particles could have been processed in the hot inner disk, and then traveled out to the frigid outer regions to end up in icy comets. Their meandering trips back and forth could help explain the different compositions of their rims. The research is published in Earth and Planetary Science Letters.

The young Sun is thought to have experienced a series of outbursts caused by the rapid infall of disk gas onto the Sun. The leading mechanism for explaining such outbursts is a phase of disk instability. The researchers modeled the trajectories of several hundred centimeter-sized melilite mineral particles during a phase of disk instability. These particles are similar to calcium-aluminum-rich inclusions (or CAIs), the refractory particles often found in well-preserved meteorites, as well as the comet Wild 2.

Their disk model assumed a marginally gravitationally unstable, fully three-dimensional disk, with a mass of about 5 % of today's Sun and temperatures ranging from a frigid -350 ?F (60K) in the outer regions, to a scorching 2240 ?F (1500K) near the center. Their calculations allowed the CAIs to orbit in the disk while being subjected to gas drag and the gravity of both the disk and the Sun.

The particles started orbiting in unison, but after about 20 years their trajectories started to diverge significantly. Most struck the inner boundary of the disk at 1 AU (the Earth/Sun distance), while others went to the outer boundary at 10 AU, where they could be swept up by a growing comet. About 10% migrated back and forth in the disk before hitting one or the other boundary.

The researchers then modeled the evaporation and condensation processes that the particles would experience during their migrations and found that such particles were likely to acquire outer rims with varied isotopic compositions recently shown to characterize CAIs.

"CAIs are thought to have formed at the very beginning of the Solar System. Our results show that they must have experienced remarkably complex histories as they were transported chaotically all over the disk," remarked Alexander.

These migrations could explain the different oxygen isotopes that have been found in particles from meteorites. These are varieties of oxygen atoms with different numbers of neutrons, which point to different processing conditions for the particle rims.

Previous work by Boss had shown that oxygen isotope abundances could vary in an unstable disk by the range found in meteorites. Coupled with the new results, these models show that several puzzles may have been solved -- an unstable disk can explain both large-scale outward transport of refractory particles, as well as the peculiar rim compositions acquired during their journeys.

"It's nice to solve two problems at once," said Boss. "But there are still many more puzzles about meteorites for us to work on."

TORCH RELAY CONCERT

To celebrate the torch's arrival in London a concert is being held in Hyde Park on Thursday ? the same place where the plug was pulled on Paul McCartney and Bruce Springsteen a few weeks ago after they violated a curfew.

Rees Ianson, 32, was a torch bearer in the north of England and so was given the opportunity to get tickets.

"I jumped at the chance, I'm looking forward to it," says the sales manager from Lincolnshire who was nominated as a torch runner for his charity work.

He's not just down for the concert. Rees also has tickets for basketball and hockey. "I can't wait," he said on his way to the gig featuring the likes of Mark Ronson and Dizzie Rascal.

WHERE YOU FROM AGAIN?

Kazakhstan is trying to replace two of its male Olympic weightlifters at the 11th hour, possibly because of citizenship issues.

The two are Arli Chontei, in the 56-kilogram category, and Farkhad Kharki, in the 62-kilogram category.

International Weightlifting Federation spokeswoman Aniko Nemeth-Mora says Kazakhstan is citing medical reasons. However, Kazakh weightlifting official Mendikhan Tapsiruly tells AP that "this is most likely to do with the fact they were granted citizenship recently."

Both lifters are originally from China. Two other lifters in Kazakhstan's team were recruited from China, while one switched nationalities from Russia.

HANDS OFF!

Russia's Olympic committee is laying claim to over a dozen athletes born in once-Soviet Ukraine. And it's sparked an outcry in Kiev, the Ukrainian capital.

Some athletes are listed as born in the "Ukraine region" of Russia, while others are listed as coming from the Ukrainian cities of Lutsk and Lviv, which were described as Russian.

Similar mistakes were made for Georgia-born athletes.

Russia's Olympic Committee is now working to correct the data. But it's done little to appease widespread resentment as a result of centuries of Russian dominance which ended when Ukraine gained its independence in 1991.

A Greek athlete has failed a doping test and is out of the Olympics. High jump champion Dimitris Chondrokoukis has tested positive for the steroid stanozolol.

NO HIJAB

The ruling has come down: Saudi Arabia's female judo competitor will not be allowed to wear a hijab during her matches.

Asian judo federations allow them, but in London the veil has been deemed dangerous. Judo includes strangleholds and chokeholds ? and organizers think that could prove even more painful if there's something to tug.

They also think judo should be free of religion and politics.

Wojdan Ali Seraj Abdulrahim Shahrkhani is one of two female Saudi athletes here. The kingdom is allowing them to compete after the International Olympic Committee and human rights groups exerted intense pressure for an end to its practice of sending all-male teams to the games.

TICKETS, ANYONE?

The line to pick up event tickets at the City of Westminster College will-call is snaking through the campus Thursday with fans anxious to get their hands on the prized item. Among them: Michael Perkowski, a contractor for the U.S. military who drove directly to get his tickets after his plane touched down from Afghanistan.

Perkowski says his ticket-buying odyssey began 18 months ago when he was working for the Army in Iraq. He went through the early bidding process and finally scored tickets to three of his 24 choices within the last few months.

Now in Afghanistan working with the U.S. Marine Corps, he says he was coming to the Games regardless of what tickets he landed.

"I don't take too many vacations, so I was doing this no matter what," he says. "We took that long flight, drove forever to come straight here but I don't care. It's all worth it."

BRANDED LONDON

London looks different.

You can't walk for more than five minutes through central London without seeing some sign of the Olympics. The words "Camden" or "Kensington and Chelsea" on Olympic banners hang from lampposts at regular intervals in those London boroughs. Take a turn down a side street and you can find a park railing with a new poster depicting cycling imagery running the length of it.

The main action might be in the Olympic Park, but the Olympics is evident everywhere.

Act as if you own the place. That mantra has always served me well, and with those words in mind, I strolled inside the Olympic basketball venue, which wasn't fully open on Wednesday.

As technicians busily dragged cables around the outside of the temporary 12,000-seat structure, where the preliminary rounds are being played, I coolly walked in and watched a few minutes of the Angola women's team practice.

The unique building, erected in just three months, is covered in a white stretch material that will be used for light projections during the games. Its architectural style is similar to the Water Cube swimming complex in Beijing.

Feeling a bit guilty after my self-guided mini tour, I confessed to one of the media leaders that I had already been inside. He didn't seem to mind. "Cheers," he said.

OLYMPIC LOVE

Captain Mark Phillips, Princess Anne's former husband, has spoken of his new relationship with a woman almost 30 years his junior.

The 63-year-old, a top coach for the U.S. equestrian team, separated from his second wife, Sandy, and began divorce proceedings earlier this year after falling for fellow equestrian Lauren Hough, 35.

Phillips, whose daughter Zara is competing in Team GB's equestrian events, has faced criticism and calls for his resignation over his affair with Hough, who is also a member of the American team's coaching staff.

After the Olympics, he will leave his job. But he says it's not because of criticism in the United States.

He told Country Life magazine: "I don't read chatrooms and all that rubbish as it's mostly uninformed and unidentified opinion, which won't change my life.

He's clear about one thing: "I'm not out to win a popularity contest."

GRIDLOCK ? LESSON LEARNED

AP's Fergus Bell, a Londoner, reports in from the crowded streets of his city:

I took a taxi journey into central London. I usually take the train or Tube because I think they are faster when there are no known problems on the line. Today, with a couple of bags in tow, I had no choice.

It should have taken me 32 minutes, according to a quick online route search.

It didn't.

OK, I knew that figure was a bit optimistic. But I wasn't expecting the driver ? who knows the roads very well ? to get confused by all the new Olympic lanes, end up going a very different route from the one he was expecting. I ended up in the back seat acting as navigator with maps pulled up on my tablet checking which roads were clear.

The result: after 1 1/2 hours in the car and still the wrong side of central London I abandoned the driver to his fate. Bags and all, I jumped out at an underground station and took a delightfully smooth 12-minute journey to my destination and learned a lesson: Stick to what you know and trust your instincts.

GELDOF'S GRUMBLINGS

Not everyone in London is looking forward to the Olympics.

Bob Geldof, the former Boomtown Rats frontman and "Live Aid" charity fund-raiser, confirmed his contrarian reputation when asked at a reception for boxing legend Muhammad Ali if he was excited about the games.

"Nope."

No sport he was excited about?

"The egg and spoon race."

But, Geldof conceded, the games have at least brought much-needed regeneration to a post-industrial swath of east London ? transformed from gritty to green by the 500-acre (200-hectare) Olympic Park.

"That was a pretty crap part of town, no matter what anyone says," Geldof said. "Now it's nice."

A SPANISH OLYMPICS?

As the debt-ridden Spanish government hovers on the brink of needing a sovereign bailout, the country is continuing to pursue a bid for the 2020 Olympics. Spanish sports secretary Miguel Cardenal maintains that Madrid winning the Olympics after two failed bids would help the country's economic recovery.

"The Spanish state is calling for its citizens to tighten its belts to accept the need for a degree of sacrifice and the measures are certainly painful," Cardenal said in London. "But we would nevertheless pursue this project," he said, saying that "this is something that will boost our aspirations to have a sustainable economy."

Bidding again, Cardenal insists Madrid will only spend where "absolutely necessary," but pointed out that much of the infrastructure is already in place.

"All of us will have to be very careful indeed in the way we use public funds," Madrid mayor Ana Botella added.

Missing out on the London Games, which start on Friday, appears to have been good fortune for a Spanish government struggling to keep a handle on its debts. Now there's time for a recovery in the Spanish economy long before 2020.

Madrid is competing against Istanbul and Tokyo. The host of the 2020 Olympics and Paralympic Games will be announced on Sept. 7, 2013 in Buenos Aires, Argentina.

Has America's romance with Gotye's "Somebody That I Used to Know" ended? It certainly appears that way. In fact, it may be time for us to listen to other songs.

In the above video, comic Eric Schwartz relays this painful information to Gotye himself (OK, a guy pretending to be Gotye) and then lays out his case in song: "I became addicted to it at first because it was magic," Schwartz sings. "Radio played it again and over again. I repainted my whole room like it, got a full-body tattoo of him. This song is much harder to ditch than a lover. But now it's time to turn it off. Bradley is yellow. ? Tedious Tantrums

Bradley Wiggins will win the Tour de France today when he finishes off a nice Sunday afternoon cycle with a number of his chums. For Bradley to have achieved this is amazing, and it has required a significant amount of planning, time and skill by a large team from UK cycling and of course his team mates in the Sky team.

The team includes Mark Cavendish and Chris Froome, with Bradley and Chris currently in first and second place, which almost guarantees a winner from the UK, no matter what. It?s just a fairly laid back run in today into Paris with the yellow jersey paid the respect of no one trying to beat him on the last day.

There will be the usual sprint finish of course, which should provide Mark with a further stage win. The acceleration he showed on Friday was amazing. The other riders were left blown away and the two cyclists who were leading the stage almost at the end, could only spectate as their lead evaporated.

We shouldn?t forget David Miller from the UK either. He also managed a stage win with his sprinting. David was caught using performance enhancing drugs a few years ago and was only allowed back this year. He is very open about his drug misuse, which is refreshingly different from other ex-dopers. Doping has been rife in the tour over the years although it seems much reduced this year.

The riders on the tour are the greatest athletes in the world. There is no other sport, which requires such dedication, phenomenal endurance and resilience. Cycling hundreds of kilometres every day, cycling up ridiculously steep climbs and riding tactically, not to mention avoiding the crashes and the loonies at the side if the road.

The bikes are incredible, weigh less than a postage stamp and are extremely aerodynamic. This helps but of course it?s down to the rider and the team to get the most out of them.

In the UK pedal bikes are looked down upon, even now when more people are using them for cycling to work, sport and recreation. I used to cycle over 70 miles a week for pleasure and to keep fit. It was very enjoyable although the standards of car driving were pretty appalling and dangerous. Having said that, driving around the city presents lots of examples of cyclists who put themselves in danger and don?t seem to accept they have a responsibility to be safe and stick to the same rules as everyone else.

In London, which is pretty flat, warm and dry mostly, the number of cyclists has risen dramatically and the dangers have increased also. Boris?s bikes have added to the number and they seem to be fairly well used. Russell Square had been altered to separate cyclist from cars etc. and was also done on some of the surrounding streets. They removed the measures though because Russell Square is the TV company?s base for the Olympics.

In Vauxhall, they have painted lanes on the pavements for cyclists to use. The trouble is that it is only one bicycle wide so overtaking needs the use of more of the pavement.

I?m sure that Bradley?s win will make cycling ever more popular in the UK. No bad thing although perhaps cyclists should have a bit of statutory training before they hit the road as it were. Yes it rains, it?s windy and it?s frosty at times. It?s very hilly in Edinburgh and I learnt very quickly that there are very, very few roads, which are flat and days that don?t have some sort of wind.

Bradley should win the BBC sports personality of the year this year. He might even win a gold medal in the Olympics as well. Not much rest time between then and now though.

Former Stanford executive says in limbo as SEC case drags

WASHINGTON (Reuters) - Bernerd Young has waited more than two years for a final decision from U.S. securities regulators about whether he will be charged over his role as compliance officer at the brokerage owned by convicted Ponzi schemer Allen Stanford.

In those two years, Young says his life has been put on hold as the cloud of the Securities and Exchange Commission probe has overshadowed his attempts to move on professionally.

MGL Consulting, where he is currently chief executive officer, has lost 20 percent of its clients, filed for bankruptcy and had regulators kill the firm's expansion plans - all driven by the stigma of the probe, Young says.

In his first media interview since the discovery of Allen Stanford's $7 billion Ponzi scheme in 2009, Young and his attorney told Reuters they believe the SEC's stalling has unfairly denied him his right to due process.

"Professionally, (it's like) wearing the stigma of the red S on your chest," Young said.

Allen Stanford was sentenced in June to 110 years in prison for bilking investors with fraudulent certificates of deposit issued by his Stanford International Bank in Antigua.

Since then, the SEC has continued to build cases against four executives and at least three lower-level financial advisers who worked for Allen Stanford's U.S. brokerage, Stanford Group Co, according to public records and people familiar with the matter.

But legal disagreements among SEC officials and recusals by some of the commissioners have fueled delays that have left both the potential defendants and the victims of Stanford's Ponzi scheme in limbo.

The SEC has postponed a vote on the cases multiple times, even though it has been 25 months since Young first received a "Wells notice", which indicates the SEC plans to recommend charges and gives the defendant the chance to rebut them.

The 2010 Dodd-Frank law gave the SEC six months to make a final decision after sending a Wells notice, but SEC lawyers can seek extensions, which they have done in Young's case.

Prior to Dodd-Frank, there were no specific time limits. The provision was included in the law to speed up SEC cases that could otherwise drag on for years.

"Their behavior is reprehensible," said Young's attorney Randle Henderson, referring to the SEC commissioners.

SEC spokesman John Nester declined to comment on the investigation, but said: "As a general matter, recusals prevent even the appearance of partiality in Commission deliberations, and to suggest they delay cases sounds like wishful thinking."

Victims of Allen Stanford's Ponzi scheme also expressed frustration with the delay, but for a different reason. They argue that former Stanford employees could dupe new investors.

"There are other investors who continue to be exposed to a lack of protection because of inadequate enforcement by the SEC," said Angela Shaw, founder of the Stanford Victims Coalition. "They should have immediately taken these guys' licenses."

MGL Consulting formed a compliance partnership in July 2009 with Complinet, a unit of Thomson Reuters.

RECUSALS, DISAGREEMENTS, DELAYS

Of the four executives, Young is perhaps the most well-known because he was previously a regulator with the Dallas office of the National Association of Securities Dealers (NASD), or what is now the Financial Industry Regulatory Authority (FINRA).

At the time he worked there, SEC Chairman Mary Schapiro and Democratic Commissioner Elisse Walter were high-ranking officials at NASD.

According to Young's attorney and documents reviewed by Reuters, the two were involved in a decision to remove Young from his position at NASD in 2003.

Both have since recused themselves on Young's case, leaving only three commissioners to make a decision. Delays were later exacerbated after one commissioner departed in August 2011, and was not replaced until November.

Agency lawyers have also disagreed over how much due diligence the potential defendants should have conducted before selling the CDs, and whether lower-level financial advisers could be liable if they relied on senior management.

People familiar with the SEC's thinking say the agency is leaning toward dropping charges against the lower-level people, but still bringing cases against the four executives.

The four executives are Young; Jason Green, the former Louisiana branch manager who later oversaw parts of the private client group; former Stanford Group Co president Daniel Bogar; and former Houston branch executive director Jay Comeaux, these people said.

Dan Hedges, an attorney for Comeaux, said his client hopes to reach a settlement with the SEC.

John Kincade, a lawyer for Green, declined to comment. In testimony during Stanford's criminal trial, Green acknowledged being under investigation by the SEC, but said he was "hopeful" the SEC would not bring its case.

Tom Taylor, a lawyer for Bogar, said his client is trying to be patient and recognizes that the case is complex.

"I'm not totally surprised it has taken a long time, I'm glad they are being deliberative about it," he said. "We'd like to think the more they think about it, the more they believe they shouldn't proceed against our client."

The SEC's latest 180-day extension on the case is set to expire in September. The SEC could take a vote soon, people familiar with the matter said.

YOUNG'S STORY

Young was on the 12th floor of Stanford's Houston office when he says he first learned the truth about Allen Stanford's fraudulent CDs.

It was February 17, 2009. Bogar had just convened an emergency meeting with Young and other Stanford executives.

Just a week prior, Young said Bogar had told him there was a "problem" with the CD disclosure documents, but Bogar had refused to provide any details. Young hoped the meeting would shed more light.

He was unprepared, however, when Bogar told the group that the Stanford International Bank portfolio consisted of at least $1.6 billion in personal loans to Allen Stanford, Young said.

"The reactions around the room were just as you can imagine. Oh-my-God," Young said. "People on the phone broke down crying."

As the group of executives left the conference room to take a small break, the office was raided by federal agents.

Helicopters flew overhead and TV cameras were already set up. He says everyone was told to go back to their desks, take their car keys and leave everything behind - even their morning coffee.

It was not until roughly one year later, he says, that the SEC came knocking. Two SEC staffers met him in a Houston hotel conference room armed with binders they said contained evidence that Young's actions had led investors to think incorrectly that their deposits were insured.

He said the SEC demanded an industry bar and a fine he could not possibly afford. "If that's what they want, I've got nothing to lose," Young said. "We're going to fight back and we're going to fight back hard."

Young said he received the SEC's Wells notice in June 2010, and faced potential charges that he failed to conduct due diligence and misled investors about insurance coverage.

Young's lawyer said the knowledge of the fraud was limited to a handful of people at the top and that Young did everything he should have done.

To perform his due diligence responsibilities, Young met with compliance officials for Stanford's international bank in Antigua, according to documents reviewed by Reuters that were submitted to the SEC in Young's defense.

He reviewed quarterly financial statements, studied Antiguan laws and regulations, and read annual reports outlining the bank's financial performance, he says in the documents.

Senior bank officials told him, however, that privacy laws prevented him from obtaining detailed information about the investment portfolio. As such, he relied on the "experience and expertise" of the legal and compliance departments of the bank to help fulfill his duties.

Since the 2009 collapse of Stanford's business, Young has replayed the events in his mind, retracing his steps.

"I asked myself, 'What did I miss? How did I miss it?" Young recalled. "If there is such a thing as a ... perfect scam, this was the perfect scam."
