Yet before you decide to pay for chrome rims or a custom paint job, it?s important to make sure your auto insurance policy will cover any theft or damage related to the upgrades.

Ken Kurtzmiller, vice president of underwriting at Mercury Insurance in Los Angeles, says: ?We do insure most street-legal, modified vehicles that comply with state and federal regulations, and require that non-factory modifications be disclosed. Many modifications would require an extra premium to be covered.?

It can be hard for a traditional auto insurer to place a value on a car whose upgrades make it unlike anything else on the road.

?As a specialty auto insurer, we have an agreed-value policy for modified cars, ? says Rob O?Neill, owner of Town and Country Insurance Services in Burlingame, Calif.

This means that if the customer and the specialty insurer agree on a value of $50,000, then that?s the amount paid out if the car is totaled. If the car isn?t totaled, the customer can have the car repaired and the specialty insurance will cover repairs.

Unlike traditional auto insurance policies, customized policies don?t depreciate the value of a vehicle if you file a damage or theft claim. If you own a 1965 Mustang that has undergone $35,000 worth of modifications, then the agreed-upon value would reflect that investment.

?In the event of an accident or theft, you want an insurance policy that will reimburse you for the value of the modifications made to your car, not just the Kelley Blue Book price,? O? Neill says.

Jonathan Klinger, a spokesman for Hagerty Insurance in Traverse City, Mich., which specializes in insuring modified cars, says specialty insurers offer coverage for ?the fun car you don?t have to have.?

?This isn?t going to be your primary source of transportation, but rather one you drive to work on an occasional basis or take out on the weekend,? Klinger says.

Like most insurers of specialized cars, Hagerty requires a modified vehicle to be stored in a locked garage and to not be the owner?s primary vehicle.

While many customers assume that specialized auto insurance is pricey, Klinger notes that specialized insurance for a modified or classic car typically costs 48 percent less than a standard auto policy.

Insurers say motorists should keep these three points in mind when modifying their vehicles:

1.???? Put safety first. ?Avoid modifications that degrade safety or are not in compliance with regulations,? Kurtzmiller says. ?It?s always best to check with the department of motor vehicles before making modifications or purchasing a modified vehicle.?

2.???? Maintain a paper trail. ?Save all of your receipts that show modifications made to your car and make copies of these for your insurance agent,? Klinger says. ?Make sure your agent has these upfront; don?t wait until you make a claim to provide documentation or your claim could possibly be denied.?

3.???? Avoid certain modifications. ?We don?t insure autos that have been modified with a nitrous oxide kit,? Klinger says. Nitrous oxide is a colorless gas that can soup up a car?s horsepower. Many insurance companies will drop policies on cars with this modification because it enables the car to travel at higher speeds and because it increases the risk of a fire.

Romney says Obama trying to cozy up to Kremlin

LOS ANGELES (AP) ? Sharpening his attacks, Mitt Romney on Tuesday accused President Barack Obama of trying to ingratiate himself with the Kremlin as part of a pattern of "breathtaking weakness'" in foreign policy.

"The Russians clearly prefer to do business with the current incumbent of the White House," Romney wrote in an opinion piece on the website of the magazine Foreign Policy.

The article represented an escalation of an attack Romney first leveled after Obama told outgoing Russian President Dmitry Medvedev he needed "space" to deal with missile defense issues because he would have more "flexibility" after the November elections.

Romney then drew criticism Tuesday from Medvedev after he labeled the Russians as America's "No. 1 geopolitical foe" in a Monday interview. The Russian president said Romney's comment "smacked of Hollywood" and recalled the bygone Cold War era.

"It's 2012, not the mid-1970s, and whatever party he belongs to, he must take the existing realities into account," Medvedev said.

House Speaker John Boehner, the country's top-ranking Republican, chided Romney for criticizing the president during a foreign trip. Obama was in South Korea at a nuclear security summit.

"While the president is overseas, I think it's appropriate that people not be critical of him or of our country," Boehner told reporters when he was asked if he agreed with Romney. "Clearly what's going on in Russia over the last couple of years raises some concerns."

The president was flying back to the U.S. when Romney's opinion piece appeared Tuesday.

In the article, Romney expanded his criticism of Obama, calling his entire foreign policy "a sad replay of Jimmy Carter's bungling" and claiming that Obama has "demonstrated breathtaking weakness." He also criticized Obama for calling Russian President-elect Vladimir Putin to congratulate him on winning the presidential election earlier this year.

"It is not an accident that Medvedev is now busy attacking me," Romney wrote.

Later Tuesday, Romney addressed the topic again during an appearance on "The Tonight Show with Jay Leno" and said of Russia: "They basically stand up for the world's worst actors."

Democrats have been aggressively defending the president since his off-mic comment became public, citing foreign policy experts who have called Romney's comments potentially dangerous or reckless.

"The level of naivet? about foreign relations that Gov. Romney displays is astounding. Worse, it is potentially dangerous for our country," said Timothy Roemer, a former ambassador to India who served on the 9/11 Commission.

Wernerius inyoensis is probably closely related to two other rare scorpions in the desert Southwest: Wernerius spicatus, which is native to Joshua Tree National Park, and Wernerius mumai, which lives along the Colorado River near Parker, Ariz.

Like those animals, Wernerius inyoensis has an unusually shaped spine above its stinger. But differences in the animal's tail, reproductive organs and pedipalps ? its pincers ? led Graham and Webber to conclude it was a unique species.

The grad students named the scorpion after the Inyo Mountains where they found it, Webber said. The discovery was described in the journal ZooKeys.

"People call scorpions living fossils," Webber said. They evolved around 400 million years ago and their bodies have changed very little since. Scorpions are arachnids, like spiders. They live all over the world, but in the American Southwest they're most likely to be found in dry, sandy habitats.

That means Angelenos probably don't have to worry about stumbling across Wernerius inyoensis in their backyards, Webber added.

The specimen discovered at Death Valley will go on long-term loan to the San Diego Natural History Museum.

?Within the AdWords Shared Library are three core elements:

• Audiences ? These are specific segmentations based on interest and the way people have interacted with your site (for more information on audiences check out our AdWords audience tab guide) that you can leverage within your display campaigns.
• Campaign Negative Keywords ? These are negative keyword lists that you can leverage across your campaigns.
• Campaign Placement Exclusions ? These are excluded or negative placement lists that you can leverage across your campaigns.

As you can see, the overall theme with these options is that you?re able to leverage the same component (audiences, negative keywords, and placement exclusions) in multiple areas of your account:

Let?s look at each of the specific options and how you can make use of them within your campaigns.

Shared AdWords Audiences

This represents the master list of your AdWords audiences ? you can create AdWords audiences that target specific topic areas, remarketing audiences (based on whether people have come to your site and how they?ve interacted with it), or a combination of the two. One usually thinks of start-ups as cutting-edge. But it turns out the hottest growth area for new businesses isn?t so sexy: It?s construction.

More entrepreneurs are setting up construction companies, according to a report released earlier this week. The increase comes as construction workers who lost their jobs during the slump in the housing market start their own businesses, taking advantage of a recent uptick in home remodeling and a modest boost in new home construction.

?Improvements in home building last year meant that new construction firms were not swimming against as strong a current as in the previous four years,? says Stuart G. Hoffman, chief economist for the PNC Financial Services Group in Pittsburgh.

New entrepreneurs entering construction accounted for 24% of all U.S. entrepreneurial activity in 2011, a year when overall business creation dropped by about 6%, according to recent estimates by the Ewing Marion Kauffman Foundation, a nonprofit organization that studies entrepreneurship.

The rate of entrepreneurial activity in construction was 1.7% in 2011, up from 1.6% in 2010 and 1.2% in 2007, the Kauffman report says. The activity rate is a measure of the percentage of the adult, non-business-owner population that starts a business each month, using data from the U.S. Census Bureau and the Bureau of Labor Statistics, Kauffman says. The construction category includes restoration, remodeling and painting firms, in both commercial and residential markets.

Billy Kern of Raleigh, N.C., says he struck out on his own as a general contractor after he was laid off from a small construction company in 2009. Last year, he bought a Mr. Handyman franchise. ?I figured I?d stay with my strengths,? says the 49-year-old, rather than try a career in a new field.

Employment in construction increased on a seasonally adjusted basis to 5.5 million in December 2011 from 5.4 million a year earlier, according to data from the Bureau of Labor Statistics. But the industry still has a far way to go to reach prerecession levels: In 2006, monthly measurements of construction employment surpassed seven million.

Overall, services businesses represent the biggest slice of the U.S. economy, as they have for more than a decade. The services sector accounted for 54% of all start-ups last year, Kauffman says. But the rate of entrepreneurial activity in services?which ranges from accounting and consulting businesses to beauty salons and graphic-design shops?held steady in 2011 at just 0.4%, about the same as in 2010 as well as in 2007, according to Kauffman.

The 2011 rate of entrepreneurial activity in all industries was 5% higher than the rate before the recession started, the Kansas City, Mo., research group says.

Of course, measuring entrepreneurship is somewhat tricky. A study released in January from the Global Entrepreneurship Monitor found that the number of Americans actively engaged in starting or running a new business increased 60% last year from 2010. But that study measured a wider pool of new business owners, including entrepreneurs with businesses up to three-and-a-half years old, as well as those just starting out.

?We?re looking at the people that are in the process of starting a business and haven?t yet paid salaries to themselves or employees, so they may not identify themselves yet as self employed,? says Donna Kelley, lead author of the GEM report and an associate professor of entrepreneurship at Babson College in Wellesley, Mass.

Meanwhile, data from the Bureau of Labor Statistics says self-employed Americans with incorporated and non-incorporated businesses declined 2% last year.

?Any new business is always swimming against the tide in terms of survival,? PNC Financial Services? Mr. Hoffman says.

There have been some positive signs for construction start-ups. Spending on additions and alterations to single-family homes rose to $116 billion in 2011 from $112 billion in 2009, according to the National Association of Home Builders.

Remodeling work, which in past years typically represented just one quarter of spending on new construction, now has surpassed overall spending on new construction, the trade group says.

Multiunit housing construction also picked up in 2011, and single-unit housing construction is expected to improve, as well, with new permits for the latter category rising to 472,000 in February from 382,000 a year earlier, according to data from the Census Bureau and the Department of Housing and Urban Development.

Matthew Hopkins of Thomaston, Conn., says he launched a home and business remodeling company last year after he was laid off from a large highway-construction company in 2010.

?It?s something I know well. It?s what I?m trained to do,? says the 25-year-old.

Mr. Hopkins says ?things are looking up,? even though he isn?t earning as much with his own business as he did as an employee.

NEW YORK (AP) ? Apple is finally acknowledging that it has more money than it needs. But don't expect it to cut prices on iPhones and iPads. Instead, the company said on Monday that it will reward its shareholders with a dividend and a stock buyback program.

Apple, the world's most valuable publicly traded company, sits on $97.6 billion in cash and securities.

The company has stockpiled the cash through a combination of great ideas and prudence. Apple spends money, to be sure, building data centers, buying parts for its products and pursuing ambitious projects such as a new 2.8-million-square-foot headquarters that has been likened to a spaceship. It also invests in the research and development of new technology and negotiates an occasional acquisition.

But Apple simply hasn't managed to spend its earnings faster than people are lining up to buy its iPads, iPhones and other gadgets.

The decision to return some of that money to investors is a clear signal that Apple is taking a different approach in the post-Jobs era.

Former CEO Steve Jobs resisted calls to issue dividends for years. He argued that the money was better used to give Apple maneuvering room to acquire other companies, for instance. Apple did pay a quarterly dividend between 1987 and 1995, but Jobs was not involved with the company at the time.

Jobs died in October after a long fight with cancer.

Since then, pressure had been mounting on new CEO Tim Cook. Apple's ever-growing pile of cash was earning a paltry amount of interest and the fact that it was sitting there unused could have left the company open to charges of mismanagement and possible shareholder lawsuits.

On Monday, Cook said that, with as much cash as Apple has on hand, a dividend won't restrain the company's options.

"These decisions will not close any doors for us," he told analysts and reporters on a conference call.

Indeed, Apple can afford it. The dividend, which should placate shareholders, will cost about $10 billion the first year. Apple generated $31 billion in cash in the fiscal year that ended in September and analysts expect it to add another $70 billion to $85 billion this year.

Apple said it will pay a quarterly dividend of $2.65 per share, starting in its fiscal fourth quarter, which begins July 1.

The dividend works out to $10.60 annually, or 1.8 percent of the current stock price. Although Microsoft Corp., pays 2.5 percent of its stock price in dividends, and Hewlett-Packard Co. pays 2 percent, analyst Tavis McCourt at Morgan Keegan said Apple's dividend is relatively generous for a large technology company.

Energy and phone companies often pay dividends worth more than 5 percent of their stock price.

In absolute terms, Apple will pay one of the richest dividends in the U.S. The roughly $10 billion it will spend in its first year, places it just below companies including AT&T Inc. and Verizon Communications Inc., which are among the biggest spenders because they use dividends as their main way to attract investors.

Exxon Mobil Corp., the world's second largest company by market capitalization, pays about $9 billion in dividends annually.

The dividend opens up ownership of Apple shares to a wider range of stock mutual funds, potentially boosting the stock price in the long term. Many "value-oriented" stock funds are not allowed to buy stocks that don't pay dividends.

Apple said the $10 billion share buyback program will begin next fiscal year, which starts Sept. 30, and runs for three years.

Investors had been expecting the announcement, driving Apple's stock up 37 percent since January, when management first hinted in that a dividend was in the works.

Buybacks are a popular alternative to dividends, since they reduce the number of shares outstanding. That means every remaining investor owns a larger share of the company.

Apple's stock hit a new high Monday before closing at $601.10, up $15.53. Since Steve Jobs' death on Oct. 5, Apple's stock is up nearly 60 percent. The company is worth $553 billion.

McCourt raised his price target on Apple's stock to $800 on Monday, becoming the first Wall Street analyst to do so. A dozen have price targets in the $700 range. He had been expecting the dividend, he said, and the main reason for the higher price target is the company's tremendous profit growth.

The dividend and buyback announcement comes three days after the launch of Apple's latest iPad tablet in the U.S. and nine other countries. Cook said sales the first few days set a record, but he gave no details.

Cook said the company also considered splitting its stock and continues to look at that option. Stock splits increase the number of shares while reducing their value, potentially making it easier for small investors to buy them. But Cook said "there's very little support" for the idea that stock splits can help the stock overall.

Cook suggested that the dividend could have been larger if U.S. tax laws were different.

Cook said that as Apple analyzed how much it could give out to shareholders, it looked solely at the cash it has in the U.S. Like many big exporters, Apple has much of its cash overseas ?some $64 billion, specifically.

Apple is reluctant to bring back overseas profits. In addition to being taxed in their respective countries, those profits would be subject to the 35 percent U.S. corporate tax rate.

"Current tax laws provide a considerable economic disincentive to U.S. companies that might otherwise repatriate a substantial amount of foreign cash," Chief Financial Officer Peter Oppenheimer said.

Cook said Apple looked at how much domestic cash it had, then set aside enough for planned investments and unforeseen outlays. What was left over would be given out to shareholders, he said.

That suggests that if Apple could bring back its $64 billion in overseas money, the rewards to shareholders could be larger. Corporations have been clamoring for a change in tax laws, or a repeat of a 2004 tax amnesty on repatriated earnings.
